I know Rational Rose is ancient, but many universities still require it for software engineering diagrams. Getting the portable version to run on Windows 7 64-bit is tricky due to compatibility issues. Here is the working method.

Install Oracle VirtualBox, put Windows XP on it, and run Rational Rose there. It takes 15 minutes and saves hours of DLL hell. Disclaimer: This is for educational legacy support. Please use modern UML tools if you aren't bound by a curriculum.

Rational Rose requires a 16-bit installer or Jet database engine that doesn't play nice with 64-bit systems.
